Overview
The Composite Water Management Index (CWMI) has been developed by NITI Aayog to reinforce the spirit of competitive and cooperative federalism in India. The index proposes a policy shift in water resource management from the conventional style of investment in major infrastructure projects to undertaking grassroots-level activities with the participation of local communities, which could ensure equitable access to water.

The National Water Policy (2012) focuses on sustainable water management through:

- Pricing & Conservation – Promoting efficient use.
- Groundwater & Surface Water – Advocating regulation.
- Climate Resilience – Addressing water security.
- Integrated Management – Encouraging basin-level planning.
- Water Quality & Pollution – Strengthening monitoring.
- Efficient Usage – Improving agricultural & industrial practices.
- Governance & Legal Reforms – Enhancing policies & dispute resolution.
It aims to balance ecological, economic, and social needs.
